Steve and Bud:

Just a note to say hello and to provide some info on
temporary consultant work which might be available for
PCPF members.

I have been asked to serve as Director for a USAID
project in El Salvador.

The project is intended to review and modify as
necessary the criminal codes of El Salvador, as well
as to provide support for justice system institutions.
Also, rural justice centers will be developed for the
resolution of those disputes that need not be
addressed in a court of law.

In the two months I have been here, I have found a
need for international consultants.

These consultants receive substantial salary and have
all expenses paid (including flight, hotel, and per
diem).  They serve for a period of from a few days to
a few months (depending on specific project need).

Qualifications:

1.  Legal experience (law degree or equivalent)
2.  Experience of some kind in Latin America
3.  Reasonably fluent Spanish
4.  Helpful (but not required): Experience as a
prosecutor or public defender
5.  Helpful (but not required): Experience in
constitutional and/or statutory law
6.  Helpful (but not required): Teaching experience

I can consider individuals who do not meet the above
requirements if their expertise is compatible with,
and is needed by, the project.

As noted above, these are short term or long term
consultancies.  Some of these mini-projects could be
performed during a one or two week vacation from one's
existing work.

I hope you will make the effort to read my new novel about Panama, "Stone Flute," a timeline saga from 1671 (the sack of Panama City by Morgan's pirates) to modern times.

It's $23.95 from online booksellers but discounted several bucks on www.booksamillion.com.

Stone Flute's theme is the pity that precolumbian peoples were dealt so badly by the conquest, but that so much of their culture, particularly the networking of influential friends, persists till now.

There isn't much accurate history of Panama from the Spanish point of view, so I had to do a lot of digging.

Time to Go Overseas Again? Get Involved!
Crisis Corps is Looking for Spanish Speaking RPCVs !

Crisis Corps Volunteers (CCVs) are needed to provide short term assistance to countries devastated by Hurricanes Mitch & Georges. Current assignments are located in Honduras, Nicaragua, Guatemala and the Dominican Republic.

All assignments require strong language skills and 2 years of Peace Corps experience. Most assignments require a minimum three month commitment.

Some of the anticipated needs for a March/ April start date are listed below:

  • Community Organizers: Habitat for Humanity International is in need of two Volunteers to serve in the Dominican Republic doing community organization/ training, program administration and resource development.   Excellent Spanish skills are required. Computer skills and experience with NGOs are desired.
  • Social Work Volunteers: Several NGOs in Honduras have requested Volunteers to help provide services to Hondurans who lost their homes in Hurricane Mitch and are in shelters or in resettlement communities.
  • Agriculture/ Agroforestry Volunteers: Two Nicaraguan NGOs need Volunteers to assist a cooperative of organic growers to maximize organic crop yields and expand peanut production; another NGO is looking for a Volunteer to assist in the development and maintenance of hillside terraces, kitchen gardens & live fences, and reforestation nurseries.
  • Road/ Construction Volunteer: CARE Nicaragua is in need of a CCV to advise technical teams in project design and environmental impact assessment in road (re)construction projects as recommended by USAID.
  • Agroforestry, and Hydrology Volunteers: These Volunteers will be working with two NGOs in Guatemala to help with disaster preparedness initiatives, including the development of emergency action plans, in the Polochic and Motagua river watersheds in Guatemala. Training experience is required.
  • Community Preparedness Volunteers: A number of Volunteers are needed in Honduras to assist communities in developing emergency action plans for potential flooding. Training experience is required and a background in natural resources, environment or agroforestry is desired.

These and other types of Volunteers are needed on an ongoing basis!

Hola! Aqui estoy en mi querida Panamá!!!!
This is really fantastic. Here I sit in an office in Las Tablas, Los Santos after 1 week in Panamá.

Abrazos para todos!! Steve Bell went off to his village in Potuga, Herrera and is enjoying all of the pictures and stories of past visits. Ive been in La Enea de Guarare for the past 5 days -- its unbelievable- the joy to see everyone- after 20 years without any communications. Thanks to volunteer, Melanie Emerson in Guarare, she made the connections to alert everyone I was coming.

Wellllllll how is it here -- In La Enea- there is great progress - a beautiful park, more houses, many young people and many who have good educations and jobs. Best of all the people I knew hace 30 años are still the same and what wonderful memories as we look at pix. I couldn't believe -- they didnt like looking at slides with the hand viewer. So, they got a projector from Guarare and showed my 40 slides on the wall of the iglesia every night!!! Whew -- what laughs! Mainly, I am getting to know the nietos de los jovenes de antes!! Oh,, and the polleras are more beautiful than ever '' still coming out of La Enea and now that there is info in the Lonely Planet book -- the gringos are streaming through visiting, taking pictures, and not able to figure out how I lived there!!!

Well, we're headed off to La Valle, Santa Clara this week and then off to San Blas ' Ustupu for the weekend. Will check in later.

For all who have been to el Festival de la Mejorana, Carnivales y el Concurso de Polleras --- saludos de la sra. Alda de Bustamante de La Enea '' ella ha tenido tantos visitas en estes años -- ella es mi secretaria para mantener la lista de los PCVs aqui!!! Pues, saludos a todos. Hasta la promima noticia!!
